How do you make sprites?

I really don't know how to make a sprite and i want to try it myself but how?
I know it sounds stupid but i just can't find it out...

Start out with a really good sketch. A big one. And then scan it or take a photo of it and upload it to a computer. Go to Microsoft Office Word and paste the picture into there. Shrink it down to sprite size, copy it, and paste it into paint. Start outlining in RED. Outline the major parts and major details (If you can fit minor details, go for it.) and then others can help you from there. If you don't want help, try starting to add flat colors (One color or 4 colors to major parts. A flat on a sky bison would be the body being white and arrows being brown. No shading.). Once you finish the flats, I can help you and try shading, though I am not that great at it. O yes, when you outline and start adding flats, change the red lines and turn it into a very dark body color. So if the body of the sea serpent was turquoise green, you would replace the red part and turn it into a way darker shade of turquoise green.
