Probably by breeding but they are very very rare.

nope, you can't get them by breeding =3

I recall Rebs saying they're going to be released in the fire nation once beta testing is over, but only for a day. Mine was a birthday gift, but all the accounts were deleted so Reb had to give me another >.>
