Kill Action Fee?

even though they do have the right to do it i think they should deffinitlly be made to pay for doing it, Having a price for killing isn't taking away the permission to do it but it should deffinetlly make them think toward the better way to get rid of unwanted creatures insted of just offing them for wrong gender or species for things like if they wanted a gold dragon but insted get a blue.

The purpose of having a Kill Fee is to stop people from abusing the action in general, not to make people feel guilty for why they use it. Why they kill their pets doesn't matter, not even Reb has the right to tell someone that they shouldn't kill a dragon just because it was blue instead of gold (although that'd be weird). It's more so that people don't abuse the action and unfairly manipulate the egg limit; DC has egg-killing limits on the scrolls for the same reason.

But that's interfering with the way someone wants to play the game... -shrugs- If they want to kill their dragon, they can. There's nothing stopping them from doing that.
